An international conference entitled Prospects for a Horn of Africa Confederation is to be convened at the Embassy Suites Hotel in, Tampa Florida USA on November 14 -15, 2002 under the auspices of the Center for Africa & the Diaspora and the Institute On Black Life at the University of South Florida and the US-Africa Education Foundation. Participants to the conference include Harvard University, Henderson University, Howard University, Johns Hopkins University, Michigan State University, Princeton University, UCLA, and University of Missouri-Rolla. Other participants comprise international organizations such as UNDP, FAO, WHO, UNESCO, and the World Bank and representatives of the private sector as well as non-governmental organizations.
The objective of the Conference is to engage in an in-depth exploration of the challenges and opportunities for a confederation in the HORN of Africa comprising initially Djibouti, Eritrea, Ethiopia, and Somalia. Renowned experts and civic leaders are invited to participate and to exchange views on all aspects of this issue including the global ramifications. The conference is expected to comprise plenary sessions and three workshops focusing on some critical themes, namely, (a) political and social issues; (b) economic issues (including agricultural, food security and water resources), and (c) health issues.
The Conference will have the following objectives:
--Clarify the advantages and obstacles of a confederation for the Horn comprising Ethiopia, Eritrea, Somalia and Djibouti that could eventually include other countries in the region based on tenets of peace and stability, economic integration, accelerated development, and democracy
--Develop a vision plan for the Horn of Africa. The purpose of the vision plan is to provide a mechanism that offer different perspectives and voices on the future of the region and to bring together logical and conceivable scenarios that would facilitate long range planning and development.
