Norway: Beyond talk what more to address Eritrea tyrant's HR abuse?

Given the lack of cooperation, what more can states do to address the Human Rights situation in Eritrea beyond continuing to call for the cooperation of the Eritrean Government, in the view of Special Rapporteur?

So concluded the representative of Norway his remarks on Human Rights situation in Eritrea at the 26 Regular Session of UN Human Rights Council on 18 June 2014, Geneva Switserland. Watch video clip below:

Excellent call still begging for an answer from the SR. In the meantime, an effective, possible and plausible answer would be: If Eritrea tyrant won't cooperate with the international community despite repeated talks, recommendations, appeals, and other niceties, then the international community needs to cease cooperating with the tyrant diplomatically, politically, economically and otherwise, to start with?
